In an official statement, the Ministry clarified that the practice of street vending, as currently conducted across Kampala, lacks formal recognition within the nation’s established legal framework. This fundamental absence of legal sanction means that these commercial activities are considered to operate entirely beyond the scope of existing statutes and regulations, thereby necessitating the government’s intervention to uphold the rule of law.
